Ruben "Nemesio" Oseguera Cervantes, widely known as "El Mencho," has long been considered the powerful and elusive leader of the Mexican Jalisco New Generation Cartel (CJNG).
With the capture and subsequent extradition of Joaquin "El Chapo" Guzman, once considered the world's most wanted drug lord, El Mencho's ascent to prominence occurred, and CJNG rapidly expanded its influence, filling the void left by the Sinaloa Cartel and aggressively challenging other established groups.
The Jalisco New Generation Cartel, under El Mencho's leadership, is known for its sophisticated tactics, including the use of drones, armored vehicles, and increasingly audacious attacks on Mexican security forces. The cartel's operations span across various illicit activities, including drug trafficking, primarily fentanyl and methamphetamine, extortion, kidnapping, and money laundering.
El Mencho's leadership style is characterized by a decentralized structure, allowing the cartel to operate with greater resilience and adaptability. This structure makes it difficult for authorities to dismantle the organization entirely. Despite numerous attempts by Mexican and U.S. law enforcement agencies, El Mencho has managed to evade capture for years, maintaining a low profile and relying on a vast network of informants and enforcers.
The CJNG's expansion has also been fueled by its recruitment of former military personnel, providing the cartel with enhanced training and logistical capabilities. This militarization has contributed to the cartel's growing power and its ability to challenge the Mexican state.
